ROLE OF QUANTITY SURVEYERS & BILLING ENGINEERS IN CONSTRUCTION

Quantity survey is a very Important subject of Civil Engineering. It includes taking of quantity as per drawings, Preparation of estimates, billing, Rate analysis & costing. Quantity surveying is important in pre & post tendering also.  Quantity surveyor is professional working within the construction industry concerned with construction cost and contract.

With the ever-raising prices, large size of projects, tight work schedules and more competitive rates, quantity surveying and contract management has emerged as a professional function in construction and civil works projects in India.

This is a function that combines quantities taking off, working out cost improved system of tendering and contractual arrangements, cost planning and efficient contract management.

DUTIES AND RESPONSIBILITIES

  • Timely submission of client bills along with all documents as agreed Upon.
  • Identification of sources of material and execution 
  • Interaction with client and consultant for approval
  • Materials, manpower and machinery utilization through effective co-ordination with sub-contractor and suppliers.
  • Materials Reconciliation
  • Review sub-contractor bills/invoices and certify
  • Responsible for billing for the site as well as oversee sub-contractor billing and Reconciliation
  • Planning and monitoring of project work at site
  • Planned Vs Actual – S curve
  • Claims

INTERNAL CORRESPONDENCE

Finance and Account:

  • Statement of submitted bill Vs certified bill
  • Statement of certified bill Vs sub-contractors’ bills
  • Cash flow month wise
  • BCTC - Balance Cost To Complete
  • Review of turn over booked 

In charge execution and construction:

  • Quantity execution plan
  • Day to day measurement
  • Reconciliation of materials
  • Specification of materials
  • Details of rate analysis
  • Dispute regarding measurement
  • Interface Measurement 

EXTERNAL CORRESPONDENCE

  • Client
  • Certification of measurement/payment
  • Certification of reconciliation of client issue materials- free or chargeable
  • Certification of claims
  • Approval of Non BOQ items rates
  • Approval of variation quantities
  • Approval Escalation bill
  • Consultant
  • Certification of measurement
  • Certification of claims
  • Approval of Non BOQ items rates
  • Approval of variation quantities
  • Certification of reconciliation of materials

ROLE & RESPONSIBILITY

  • Revenue Centre
  • Responsible for cash inflow 
  • Responsible for implementing the obligation under the contract
  • Responsible for realization of extra contractual, quantum merit and ex-gratia claims
  • Must have command on BOQ, Specifications, scope of work and other Contract clauses
  • Must be good enough in public relation to achieve translations of information from all compartment of project
  • Must have excellent cordial relation with Contractor/ Owner.
  • Ability to convincing power command in bill processing 

To sum up, to complete estimation analysis of any project there is a great importance of quantity surveying. A quantity surveyor will analyse the quantities, measurements, and cost of material all together with cost of labours and the machineries required for the execution of a project.
